COVID-19 Municipal Services

Important things to know before visiting:

The Town of Essex and Village of Essex Junction buildings are now open to the public with in-person services, with the exception of the Village Office at 2 Lincoln Street, where services remain by appointment.  The municipalities are requiring residents to adhere to certain guidelines when visiting municipal facilities. Appointments are preferred and the use of online services is strongly encouraged, when possible.

Mask requirement: Masks must be worn by employees and visitors per the chart shown. 

Social distancing: Visitors and employees must observe strict social distancing of 6 feet while in municipal buildings, to the extent possible.

Stay home if sick.

Capacity limits: All municipal buildings will be held to a capacity limit of one person per 50 sq. ft. up to maximum of 300 total people. Social distancing must be abided by at all times. All conference rooms will continue to be closed to the public.

Mask Guidance

Unified Manager’s Office- 81 Main St.

The Unified Manager's department will be working both remotely and on site. Appointments and remote business are encouraged by calling 802-878-1341 or emailing manager@essex.org. Regular business hours are Monday through Friday, 7:30 am to 4:30 pm. 

Most Town of Essex and Village of Essex Junction boards, commissions, and committees continue to offer remote access to meetings. Conference rooms remain closed to the public. Further information on future meetings are posted on the Town and Village websites. The Town and the Village are working in collaboration with Town Meeting TV to produce a hybrid model for meetings that will offer remote participation for future in-person meetings.

Police and Fire Departments

Emergency services (police, fire & rescue) continue to deliver all emergency services to our community.
For general non-emergency questions, you can call 802-878-8331 or 9-1-1 for emergencies.

Clerk/Treasurer - 81 Main St. 

The office at 81 Main St. is now open. Office hours are Monday through Friday, from 7:30 am to 4:30 pm. Online options for service are encouraged and drop boxes are available at 81 Main St. and 2 Lincoln St. for payments. For more info call 879-0413. The Clerk’s Office is allowing one person at a time in the office for title searches.  All visitors must wear face masks. Gloves are available for use.   

Online access to land records is now available.

All other services will be offered remotely by phone, email, website, or drop box:

      • Please be aware of due dates and methods of paying property taxes. The Town is required by Essex Town Charter Ch. 8, Sec. 802 to charge penalty and interest on balances unpaid by the date due. Delinquent balances are charged an 8% one-time penalty immediately after the due date and 1% interest monthly thereafter, until paid in full. Pursuant to 24 V.S.A. §1535, taxpayers have the right to seek relief from the Board of Abatement for the reasons outlined in statute.

Finance - 81 Main St.

The Finance Department at 81 Main St. is now available to the public and continues to be available by telephone or email. Online options for service are encouraged. All regular finance activities continue to function as normal. This includes payroll, accounts payable, invoicing, water/sewer billing and collections, tax billing and collections, audit and budget functions. If you have any questions please reach out by telephone or email. If you need to make a payment you may do so by mailing a check, leaving a payment in the drop box at 81 Main Street or 2 Lincoln Street, or by paying online. Please do not leave cash in the drop box.

Assessor - 81 Main St.

Town of Essex and Village of Essex Junction Assessor is working remotely and on site at 81 Main St. Assistance is available during regular business hours by calling 802-878-1345 or emailing assessor@essex.org. We encourage that business with the Assessor’s office be conducted remotely via phone, email, through our online property card system (for commercial property record cards please call or email for a copy), or through our online tax maps

Essex Free and Brownell Libraries

Our Libraries offer curb side service for materials loaning and a large variety of online resources that can be accessed with your library card. We continue to work on remote programming for all of our patrons. For more information on any of these services and current hours, please visit our library website links below or contact:

Essex Free Library staff can be contacted at 802-879-0313 or essexfreelibrary@essex.org.  Essex Free Library will be reopening by appointment starting June 1, 2021. Appointments will take place on Tuesday, Wednesday, Thursday, and Saturday each week. To make an appointment, please call the library or visit the website. Curbside services and remote programs continue and Essex Free plans on holding some outdoor programming this summer as part of the summer reading program.

Brownell Library staff can be contacted at 802-878-6955 or frontdesk@brownelllibrary.org. Brownell Library will be open for limited appointments for Essex residents beginning May 25, 2021. Appointments can be booked at https://brownelllibrary.org/the-library/covid-operations or by calling the library. Curbside hours remain the same outside of appointments.

Community Development

The Community Development Departments are working remotely and on site. The office at 81 Main St. is open to the public. The office at 2 Lincoln St. remains available by appointment by calling 878-6950. Staff continue to monitor voice mail and email and will do their best to respond to inquiries within 1-2 business days. The Planning Commissions and Zoning Boards of Adjustment will meet as needed to process applications.  

Residents and customers are encouraged to conduct all municipal business electronically, by phone, or by mail.

Parks and Recreation - 75 Maple St.

Office: The Essex Junction Recreation and Parks (EJRP) and Essex Parks and Recreation (EPR) offices at 75 Maple Street are open Monday-Friday, 10:00 am to 2:00 pm. Starting the week of June 14, they will be open 8:00 am - 4:00 pm.  There is only room for one household at a time at the window in the vestibule.  Others must wait outside. Most of our customers' needs can be served over the phone, via email, online and through the mail. We strongly encourage people to utilize these methods to remotely connect with us to assist you.

Programs:  Essex Rec programs are following the Governor’s orders.  General programming follows the universal guidance.  There are other guidelines for summer day camps.  And for sports/organized sports.  

Parks: We are following the Governor’s orders which currently read:  Fully vaccinated people can resume activities without wearing a face covering over nose and mouth or physically distancing.  Unvaccinated people are not required to wear face coverings over nose and mouth when they are in outdoor public spaces, provided sustained or prolonged close contact with other unvaccinated people from outside their household can be avoided. For the purposes of section, people of all ages, including children, are considered unvaccinated when they have not completed a vaccination series. For clarity, “sustained or prolonged contact” is defined as more than several minutes. “Close contact” is defined as being less than six feet from an individual from outside your household. For example, masking would not be required when passing someone on the sidewalk or at an outdoor market. Put another way, when you are outdoors, masks are only required when you are in a crowd or with multiple other households where you cannot avoid close contact.

Public Works and Water-Sewer

The Town Public Works offices are now open Monday through Friday, 7:30 am until 4:30 pm.  Online service and inquiries are encouraged. Requests for service can be submitted via the See-Click-Fix app or by contacting the office. All COVID safety precautions remain in effect.

The Town Highway Department and water sewer crews are currently working full shifts with normal working hours from 7:00 am to 3:30 pm. Water and sewer operations continue as normal but with conditions for in-house requests for service.

The Village Public Works Department is maintaining normal, full work shifts. 

Employees are practicing social distancing and wearing face masks if they need to share vehicles, if they are inside a building working with employees in close proximity or if they are outside working in close proximity to other employees and the public.

Senior Services

The Senior Center is currently closed. If you have any questions regarding resources or needs, please call 876-5087.

The Senior Vans run Tuesdays, Wednesdays, and Thursdays from 9:00 am to 2:00 pm.
Appointments for van rides are made on Mondays between 9:00 am to 2:00 pm by calling 878-6940.
To register as a new rider, please call 878-6940 to request a ridership application.

Community Justice Center

The CJC is open, staff are in the office, but programs are still being held virtually. Appointments are required to come to the CJC.  For questions or assistance call (802) 872-7690.
